Lol yes it is. But we always have people get bid $3m on someone and then the next bid is usually $4.5 and that's the same contract.

Wrong 4.5 is a 3 year contract 3.0 is 2.

I think that's wrong, the minimum years for a $1.5m contract is 3 years, you can't sign a $1.5m contract for 2 years. So 3m bid and a 4.5m are eqivalent but the 4.5m bid wins because it is technically a higher bid.
