Title: RC VOTE: Waivers Redo, Voting by August 8th
Post by: Colby on August 03, 2011, 10:10:12 AM
There are too many issues with the waivers right now to allow them as is.  I am putting all waivers on hold and having the RC come to an agreement for amendments.

OLD RULES...
Quote
1) After the trade deadline (and before September), any player can be placed on waivers.  This would be done public on the transactions board with a separate thread for each player.  The thread should have "[waiver]" in the subject title.
2) Other teams have 72 hours to make a claim on such player.
3) If a player isn't claimed by any team in either league, he can be traded until the end of the month to anyone.
If a player is claimed, but only by one team, the player can be traded only to the team that claims him.  If a player is claimed by more than one team, the club with the worst record in that player's league gets priority (player's league has priority over other league) -- and the player can be traded only to that team.
4) A decision on the player must be made within 72 hours of the claim.  If, within such a time frame, an agreement wasn't posted by both parties NOR was the waive canceled by the waiving team, then the player's contract is considered to moved to the claiming team in exchange for nothing.
5) If the player on waivers goes unclaimed within 72 hours waiver then waiving club must have the player released outright or traded to any team within the next 72 hours.
6) Players may not be put on waivers after August 31st but all other waiver transactions will finish their time frames until completion (rescind waiver, trade, release, transfer).
7) A waiver may be canceled only if the player was claimed.  Cancellation of the waiver by the waiving team within the 72 hour negotiation period means that the player can no longer be on waivers that August and stays with their team.

A) #5 contradicts #3 and should be removed
B) Players eligible for a waiver trade should be mentioned in the rules.  For simplicity, and part realism, we should allow any player on a P-n/a contract to be traded in addition to players that have cleared waivers or been claimed on waivers.
C) It should be noted that the 72 hour clocks are like FA bidding and that they are set periods of time.  A waiver claim isn't official until the end of the 72 hour period after the waiver was posted.

I was under the impression that the waiver topic started by Dan on the main page answered all of the open questions.  What are the specific items that need clarity?

I vote Yay to the above

I would consider revising # 3 to state that players that go unclaimed may be retained at their old salary, traded, or released.  Currently, # 3 only states the trading option.  I vote Yay for everything else.

I'm impressed.  That might be the fastest we have ever come to agreement on anything.

For the record, I'm YAY.

Are we also going to allow negotiations before claims are awarded?  It seemed most owners were in favor of that...

Private negotiations

7) A waiver may be canceled only if the player was claimed.  Cancellation of the waiver by the waiving team within the 72 hour negotiation period means that the player can no longer be on waivers that August and stays with their team.

Can we assume that the end of that sentence should read "stays with the team unless they are released."

Unless they are released is not needed at the end of the sentence.  If the player is claimed on waivers and then during the 72 hour negotiation period the waiving team cancels the waiver the player would come back to that team and can't be placed back on waivers in august.  Dropping the player would not be part of the waiver process and therefore doesn't need to be included in this rule.

I was trying to emulate the waiver clause for MLB (see below).  LOL.

If a player is claimed and the waiving team exercises its rescission option, the waiving team may not use the option again for that player in that season. If no team claims a player off waivers after three business days, the player has cleared waivers and may be assigned to a minor league team, traded (to any team), or released outright.

In that waiver clause the released outright part is talking about a player who has cleared waivers and not been claimed.  You were trying to add this to a rule talking about a player who was claimed and the waiver was rescinded.  The released outright part could be included in rule 3 under august waivers for the league as it currently says nothing about being able to release a player who has cleared waivers.

6) A waiver may be canceled only if the player was claimed.  Cancellation of the waiver by the waiving team within the 72 hour negotiation period means that the player can no longer be on waivers that August and stays with their team.

I agree with Roy.  The wording...

Quote
A waiver may be canceled only if the player was claimed

... makes it seam that the waiving team has no opportunity to keep the player and needs to trade them.  I think we all realize this is not the case, but the wording should be cleaned up.

Rule 6 is fine. The only reason to cancal a waiver would be if the player was claimed. If a player is not claimed you don't need to cancel the waiver because the player will clear waivers. At this point you can keep them, release them, or trade them til the end of august. Rule 3 could be re written to include the release or keep part. Rule 6 is fine though.

And this is what needs to be added.  Is it already there?

No it is not in there. I agree that it needs to be added but it needs to be added in rule 3. Rule 6 is fine how it is currently written. In rule 6 once the player is claimed and the waiver is canceled the player comes back to its original team.
