The Braves will pull back Perez if there's no trade by 11:16am CST.  It's not clear whether he understands these rules or not and not pulling him back isn't in the Braves interest whatsoever.

We had a trade worked out yesterday but I wasn't sure if we needed to wait the 48 to see if someone else put a claim in so I asked the commish and was waiting for a response.

I think the verbiage could use a little touching up in the rules. It's not clear whether a trade can be worked out at any time with anybody that claims or only a trade with team with lowest record that claimed after 48.

No, it's very clear.  I am the Commissioner and I posted the revocable waivers rule.

However, if one team puts in a claim on that player, the original team has three choices: let the player go to the claiming team, work out a trade with the claiming team within 48 hours of the claim, or pull the player from waivers and keep him.

Adam Lind and Howie Hendrick have cleared waivers and can be traded to any team.
