Unfortunately, no it doesn't.  It is our responsibility as GM's to post accurate bids.  Several GM's follow-up on bids to make sure others are not going over their cap.  Also if you should happen to win the bid, everyone wants to make sure the cap number for each year is entered correctly.  It is only fair that we are accountable for the bids we put in.  :toth:
