He didn't sign with TOR in 2009 by choice, he had the same deadline as everyone else in Aug.  He decided he was going back to school.

He was ruled ineligible by NCAA and went to pitch in the independent league.  If a player is drafted out of the independent league then they do not have to sign prior to the Aug.deadline.  He only has to sign prior to the next draft.
