Title: Rules Committee is temporarily stripped of its power

I have had almost no success with a rules committee, due to inactivity by committee members.  I tried several times to make this run better but no luck; changing members or etc.  Therefore the committee has been stripped of its power for the time being and all changes will be by executive order.

Once the rules committee is more dedicated it's power will be given back.
