Are you legal with all 4 goalie bids?

We have a 10% over cap allowance. As long as I can get under the cap before the season starts and I do not exceed the 10%, I am good.

that's correct, teams can go over the cap ceiling by 10% during the off-season to allow for easier movement of players via trades, FA, etc. Once the season begins... actually prior given the transaction freeze deadline, teams must meet the cap ceiling and floor limits set for that specific season.

What happens if they don't make cap. Also, say I was over bid. What happens?

Per our rules

Penalties For Non-Complance
Below OR Over Cap (1 week warning in effect after which penalty will be levied) = Lose Highest draft pick or at the discretion of the league commissioner(s) lose a player from active roster or receive $1.0m cap penalty for season if over cap or lose top rated MiLR player.
note: owners need some time to comply but given this is a salary cap league, the penalty must be severe.
