I just found a page saying he was an international signing in 2013 but he's played already so he's slightly different than the others, but is he still off limits at this point?

He's not a 2013 signee.... he played in 2013.  His first game was 6/1/13, prior to the international signing period.

Looks like the wording of the rule was changed.... Sean can correct me if I'm wrong, but I believe anyone signed on or after July 2nd, 2013 (the date MLB teams can begin to sign international free agents) would be a part of our international signing period.  Anyone signed July 1st, 2013 or earlier is fair game at this point.

Sorry about the late response, but yes, this is correct. The deadline is July 2nd.
