Not during free agency, only when resigning a player

ok, also I think with the new rules that bids should now be posted as total value nwithout saying the length, is that right?

Hey, by the way I just checked the rules and the contract lengths are indeed limited by value in FA as well as in extensions. Also, I have a question, how is the money spread for example with that 10 million bid? do you have to raise it to 10.5 so that  it can be 3.5 for 3 years? or can  it be 3.5, 3.5, 3?

You can increment the bid by $0.5m until you hit the $20m threshold.  The annual salary is determined when you win the bid.  Say your contract offer is $10m and you want to split it up 3 years, then it is rounded up to the nearest half million per year, so $3.5m/year.

I think that may indeed be too much for me. At least until I find out how much will the other dudes cost. I'll hold myself for today at least
