Claim was made at 2:59 on 8/1. No action taken. If I'm not mistaken Morton goes to the Twins?????

No, if a player was claimed, then a 72 hour negotiation period opens up between the teams.  If no deal is made by 1:53pm ET on 8/7 then the Twins take Morton unless the Pirates pull back the waiver.

Not sure why the Twins and Pirates would have until 8/7 to negotiate a trade,  In the rules it says the following:

"4) A decision on the player must be made within 72 hours of the claim.  If, within such a time frame, an agreement wasn't posted by both parties NOR was the waive canceled by the waiving team, then the player's contract is considered to moved to the claiming team in exchange for nothing. "

If I interpret that correctly, the 72 hour negotiation period began when the Twins made their claim.  The only way it would have been extended an additional 72 hours is if another team placed waiver bid and that bid was made by a team lower in the American League standings or was a National League team.  The 72 hour window to negotiate a trade ended on 8/4 and Morton goes to the Twins because a) no deal was negotiated between the two teams; and b) the Pirates did not revoke the waivers.

I believe the post made by BHows, that the 72 hour window for negotiations expired, and that Morton goes to the Twins, is correct.

In FGM August waivers there are two separate 72 hour timeframes. The first 72 hour window is from the time that the player is placed on waivers until 72 hours later. The second 72 hour window starts after the first window if a player is claimed. This window does not start when the claim is made but when the first 72 hour period ends. The Pirates have until August 07, 2013 at 1:52:21 PM EST to either rescind the waiver, trade the player or let the twins have him.

Okay, I'm guilty of selective reading.  It all makes sense when you add part 7:

"7) Aside from the waiving team pulling back the waiver within the initial 72 hour period, all claims must be made in the 72 hour window and all deals must be announced after the second 72 hour window has completed."

How could I question the man that wrote the rule?

No problem Flash. I thought the waiver rules were some of the clearest rules although it is still a very unique part of our season.  We will work out a deal for sure.
