They were all tendered contracts in 2019

What does that mean?  2019 is over.  We are working on 2021 with 2020 contracts.  How do you tender an ARB player a contract on 2019.  There's no mechanism for it in this league.

In 2020 the KC were an ownerless team before we paused the season. So we took care of contracts.
