Another Possible Rule Tweak

This comes from Penalties for not clearing roster space/cap for a final bid in Free Agency

"After such a failed bid, the player goes back to the bidding board, leaving off at the highest bid prior to the winning bid, and the 72 hour clock is restarted."

How about:  "After such a failed bid, the player goes back to the bidding board, starting at zero."  This way, if the manager with the highest bid prior to the winning bid has made a transaction to compensate for not getting the player they bid on (and had assumed they lost), the player is not forced on them, through no fault of their own.

I like the idea.  If a player is bid on and the bidder cannot fulfill his obligation, the bidding should continue from 0.

1st Offense - warning?
2nd Offense - loss of 1st round pick?
3rd and thereafter Offense - %10 cap penalty.  these could compound if teams continue to violate the rule after a 3rd offense (i.e. 4th offense is a total of %20 cap penalities, 5th offense = %30, etc.

Shouldn't be too many instances of using more than a warning

I like the idea.  If a player is bid on and the bidder cannot fulfill his obligation, the bidding should continue from 0.

If you are trading draft picks then the loss of a pick may not warrant enough punishment.  I like a warning followed by a cap penalty.

Official rule change, i need votes on each.

Amendment #1:  "After such a failed bid, the player goes back to the bidding board, starting at zero." 

Amendment #2:  First violation is a warning, second is a 5% cap penalty, third and after are compounding 10% cap penalties.
