Thinking about the 2014 draft already:

One interesting question for brainstorming purposes is whether we should be able to draft riders who have already been under contract in our game.

If so, taking it further: should be able to draft riders who have already been drafted the season before, but are still eligible age-wise.

Per your second suggestion; that would mean that a rider could be a neo-pro (in the game) for 3 years which i don't think is feasible.

That's why i suggested the option of 1 or 2 years for each pick regardless of round. Some years the class will be stronger than others, certain teams are in need of young promising riders more than others and good drafting is rewarding as you get to keep your savvy second round selection.

You mentioned being like the NBA draft, but cycling isn't at all like the NBA and neither are the contracts.

With regards to riders who have already been under contract i would say that they should be eligible as long as they have not received more than a 30k contract. In essence after being undrafted they have ridden as stagiares in the game.
