International FA Signing Suggestion

Guys, since the international FA's are on a first come first serve basis with max bids, can we set a time in future signing periods when it opens.  That way we can all race to start the thread first? Lets say the signing period officially opens at 3pm, or something like that.  It seems like its an unfair advantage for people who are always on the site versus people that may only check in once a day or so.  Just a suggestion.

Thanks Papps, I have updated International Free Agency in league rules. The signing period for Major League teams is from July 2, 2019 to June 15, 2020. Here is link from Baseball America: https://www.baseballamerica.com/stories/2019-mlb-international-signing-preview/

Reminder, each team has maximum $5m for signing International Free Agents.

Additionally, i've been searching thru the archives and can't find the exact rule on the prospect bonus pool $.  Are we able to carry over any unused funds from one year to the next?

If not, I'd like to put that up for a rule change in the off season.

The International Free Agent Signing rule is here:  http://www.profsl.com/smf/index.php?topic=94792.0
It should state that it is now a combined $10m bonus with regular free agency which is allocated on July 1st of each year.  I think the unused funds are rolled over but not sure.
