I'm confused about this. There are really three types of free agency. MLB Free AgencyMILB Free AgencyInternational Free AgencyWhen does the fiscal year begin and end for each?And what times do the types of free agency begin and end? In the rules it says International starts on July 4th which was just recently but now it's closed? Any players signed by MLB post July 2nd, 2013 are eligible to be signed as international free agents now? MILB free agency should be year round because these players are either cut or not under contract, no? With the money applying to whichever season depending on the fiscal cut off?Just trying to clarify the rules.
