City of Champions

League Premise
The City of Champions League is sport cities to see who is gets crowned as the City of Champions. The cities included in CoC1 are  Atlanta, Boston, Charlotte, Dallas, Denver, Houston, Los Angeles, Miami, Minneapolis, New York, Philadelphia, Pittsburgh, Phoenix, San Francisco, Tampa Bay and Washington. The CoC1 will have 16 teams in each sport. This league will be a dynasty and played on ESPN

Admission into CoC:

In order to be admitted to this league, you will need to sign up on the sign up/waiting list that will be on the ProFSL league site. You will then need to submit an application in the list. I will provide you with what will need to be answered in the application. Teams will be handed out by having a legit, good reason for joining the league, what teams you are interested in, and promising to remain active in this league.

Inactivity

Unless you have a legit reason for being inactive (Ex. Surgery, Business Trip, Problems with internet connection, illness, any serious reason), if you are inactive for longer than 2 weeks, I will remove you. Please let me know in advance that you will not be active because of a serious reason. In these cases, I would suggest getting a friend of yours to be a co-owner with you in order to keep your team active.

Transactions

Trading:

Teams in the CoC can make any trade they want up until the start of the playoffs in that sport. After that time, trading will be locked and no trades will be allowed. All teams in the CoC are able to do intra-league trading (A.Peterson for L.James) If a trade requires a sport who is currently in the playoffs, the rest of the trade will be able to go thru for the other sports involved, except the playoff sport. All trades will be posted on the ProFSL website under the CoC League and will be reviewed by the trade committee.

Free Agency:

NO owner will add their own players on ESPN. This will result in a penalty or even banishment. If the player is in free agency, the GM can open up a bid in which other GM's can bid.  This means any team that is not represented by a GM will be available for free agent bidding. There will be specified times when GM can bid on players and they are as follows:
      -   Each team will be given $100 to spend on players during the entire sports' season (up until our playoffs).
      -   When placing a bid on a player, all bids will start at $1 and go up in increments of $1-$5. Bids of more than $5 at a time will be nullified.
      -   Each player is auctioned in a separate thread at the ProFSL website that may be started by anyone.  There is no limit to the number of players that can be auctioned at one time or the number of bids for a player.  A bid on a player is considered final when it has been not been bid on for 48 hours.
      -   Once you place a bid, you can't take your bid back. All bids are final when posted.

Drafts

Drafts last 2 rounds for each sport and are done in a slow draft here in the transaction board. Only players drafted in the real life draft that year can be drafted. The draft order will be complacent with the end of the last season’s records (playoffs determine order for teams in playoffs). All drafts will be Standard, non-snaking. You are allowed to trade draft picks up to 2 years out.

League Schedule and Playoffs:

MLB:
Regular Season- 21 weeks
Playoffs- 3 weeks (8 teams, 1 week per round)

NFL:
Regular Season- 13 weeks
Playoffs- 3 weeks (6 teams, 1 week per round)

NHL:
Regular Season- 22 weeks
Playoffs- 3 weeks (8 teams, 1 week per round)

NBA:
Regular Season- 20 weeks
Playoffs- 3 weeks (8 teams, 1 week per round)

Championship:

There are 2 types of championships in the CoC: Individual Sport Champion and Overall Champion. The Individual Sport Champion is the champion we all know. They win the league outright. The Overall Champion is the Champion of the CoC league. Points are awarded based on how you finish in all 4 sports during the given sports year (baseball starts it and basketball ends it). At the end of the fantasy sports year, the person with the most points wins the overall league championship. This helps prevent cities from stacking one team and tanking another. The distribution of points will follow as below.

14th- 20
15th- 15
16th- 10

Penalties:

Roster Penalties

Roster penalties will include: not setting lineups with bye week players, inactive for 2 weeks, and not having probable pitchers starting correctly. The teams that are mathematically eliminated from the playoffs still HAVE to set their lineups, any failure to do so with result in a penalty (If failure to set lineups their draft pick will be skipped in the draft). The severity of the draft pick lost will be determined by the Commissioner. Teams that don’t play their starting pitchers when they are the probable pitcher will result in a penalty or loss for the week or loss of draft pick depending on how often it happens. The only excuse for this is if you don’t have a healthy back-up to put in the starting lineup.

Free Agent Penalties

The GM is granted 24 hours to post the transactions that will make the roster legal (either trade of releasing player(s)). If the transactions are not valid or not posted within 24 if the bids being finalized, that team could lose the rights to that player. These violations also take in effect of insufficient bids and too many bids.

1st Offense – Warning
2nd Offense – Team loses rights to the player
3rd Offense – 1 week ban from FA bidding
4th Offense – 1 month ban from FA bidding
5th Offense – Banned from League

These violations are compounding from season to season, so if you have any violations in 2011, it is carried over to 2012 and so on an so forth.

Notes from Commissioner

This is a free league. I am putting a ton of my personal time into making this successful and fun, so I expect full participation and you guys to be very active. Nothing kills a league quicker than inactive owners. I am in other Dynasty Leagues, so I do know what I am doing. That being said, I love to hear feedback. If you have suggestions on anything pertaining to our league, I want to hear them. We as a league is what will make this league successful, not just 1 commissioner. I will give all owners a chance, but if there is cheating, purposely tanking, not setting their lineups or not obeying the rules, I will not hesitate to find a replacement owner. If I ask an owner repeated times to either email the next person in line or have multiple warnings about making their picks, I will assess a warning level to the accused.
