The Astros place the following players on irrevocable outright waivers (remove from 40-man)

P Henry Villar (if he passes please place in A)
P Jorge De Leon (if he passes please place in A)
P Sergio Escalona (if he passes please place in A+)

Demote the following players from the MLB Team (leave on 40-man):

Matt Downs to A+
Ronny Cedeno to AAA
Fernando Rodriguez to AA
Erik Bedard to AAA
