Title: Rules for a new league. - Need opinions

Hey Guys,
I am kicking around some ideas for rules on a new 30 team league. I have directly lifted some of rob's work here on Dynasty but I feel I have also created some new and very interest ideas directions to take the league.  The numbers for extensions etc are no where near in stone but the framework is there and that is what I need a few extra eyes on it.


Roster Settings
•   MLR – 30 max players, active roster is 4c, 4rw, 4lw, 6d and 1G, 11 Bench
•   Minor league minimum is 0 and maximum 10.

Releasing/Buying out Players

Players that are Minor league will not incur a cap hit when released.

Any released player must first clear a 72 hour waiver period at which point any team in the league may make a claim and assume the player's contract, relieving the releasing teams obligation to the player. 

If the player clears waivers the releasing team can buyout the contract.  The buyout for a player is equal to 66% of the players total remaining contract.  This buyout may be paid out all at once in the current contract year, or it may be financed over their remaining number of years.  The buyout cannot be financed longer than the current remaining contract.  For example, a player with 2 years left on his contract cannot be bought out over 3 years.  The maximum buyout years for that player is 2 years.

Waiver priority is determined by our standings.  The team in last place at time of waiver claim has highest priority. The priority list follows from worst to first in the standings.  In the offseason the final rankings of the prior season will determine the priority list and after a successful waiver claim the team making the claim moves to the bottom of the waiver priority list.  During the season teams making waiver claims do not move to the bottom, only in the offseason.  All waiver claims are made on the transaction board.  A waiver claim is considered successful once 72 hours have passed with no other claims from teams with higher priority.   

***The 72 hour waiver clock does NOT begin when the release is made.  It starts when the commissioner posts that the waiver is active.***

Example of buying out a contract:
D Drew Doughty, $6.8m (2014-2015)
Remaining contract value: $20.4m
1 year buyout: X D Drew Doughty, $13.5m (2012-2013)
2 year buyout: X D Drew Doughty, $6.8m (2013-2014)
3 year buyout: X D Drew Doughty, $4.5m (2014-2015)

***A GM may at any time decide to re-allocate funds to a buyout.  For instance, if LA is to buyout Doughty over 3 years, but in year 2 he realizes he has funds to spare, he may use funds in the 2nd year to pay off some or all of what he owes in the 3rd year in order to clear up future cap space.

Players that retire , change leagues or whatever else will still incur a cap hit. This is the risk you take signing long term contracts.

Contracts

•   Minimum contract is 250k per year.
•   Max contract is 5 years.
•   Contracts will be displayed on both League page and on Fantrax.
Prospect Contracts

•   All prospect contracts start at 250k.  Their contracts do not count against the cap while in the Minors.
•   Minors contracts extend indefinitely until they are no longer minors eligible. 
•   Minors eligibility is based on age (max 25) or games played at NHL level (60 career total), whichever comes first.
•   The year that they are no longer eligible for the minor league will be the first year of their contract. Example: Patrice Cormier plays 80games this year , his contract this year  will be 200k - 1st year. Next year his contract would move to 2nd year. If he fails to play 80 games, his contract next year would stay at 1st year.
•   Prospects can not be signed via Free Agency and can only be drafted.
•   MILR eligible players can be moved freely from MILR to MLR as long as they don’t surpass eligibility.
•   A MILR player that has passed eligibility can remain on the MILR for the duration of that given year but will be promoted during the offseason.
•   Once a player has been surpassed MILR eligibility and moved to the main roster a transaction should be posted on the league page so rosters can be updated.




Free Agency

•   All players that are in the free agent pool and not MILR eligible are considered Free Agents. 
•   Max contract is 5 years and Min is 1 yr.
•   To pick up a free agent you must create a post under the players name with a total contract bid. Contracts can be no longer than 5 years.  Minimum bid is 250k and bids will be in multiples of 250k per year.  The contract amount can not vary year to year.

 Bids must be in this format. (length * yearly salary = total contract value)
A player is won by the highest total contract value followed. Tie break goes to the team bidding the longer number of years due to the commitment. 

The highest contract value wins the bid.
Contracts will have a diminishing value for each year. (This is only for the purpose of determining a winning bid)
1 yr - 100 % value
2nd yr - 50%
3rd yr - 50%
4th yr – 25%
5th yr – 25%

this means 10 million @ 3 yrs will equal a 20 million value (10 + 5+5)
if you bid 10million @ 5 yrs it would have a 25 million value (10+5+5+2.5+2.5)

so in this example to win this bid with a 1 yr offer you would need to bid 25.25 million @ 1 yr. (the tie in value goes to the longer contract)

To give a more realistic example.

If you bid Dan Boyle - 3 yrs @ 5 million (5+2.5+2.5) = 10 mill contract value.

next bid could be 3 yrs @ 6 mill (6+3+3) = 12 mill contract value.
5 yrs @ 5 million = 12.25 mill contract value.

There is no limit to the number of players that can be auctioned at one time or the number of bids for a player.  A bid on a player is considered final when 48 hours has passed since the last bid.

At no time can a team be over the cap unless they can make immediate changes in their roster(drop a player) You can not sign a player that will put you over the cap or over your roster limit expecting to make a trade. You must be able to make an immediate roster move in order to make room or keep under the cap. 
Anyone guilty of that will receive a warning and next offense will be fined their next years 3rd pick, if you don't have your 3rd pick your 2nd, no picks will result in commissioner levying a penalty at his own discretion..
•   Signings, trades and transactions can be made anytime during our regular season up until trade deadline after which trades and FA signings are locked until the offseason.
•   Signing bonuses can be offered to a max of 3 million. They count as a cap hit in the year offered and can only be offered in multiples of 1 million.  Signing bonus are counted as 100% towards contract value.
(ex. Team A bits 3 yrs @ 10 mill + 3 million SB = 23 mill TCV (10+5+5+3)
 
Yearly Rookie Draft

•   Trading of draft picks IS allowed up to 1 year in advance. (picks for 2014 can be traded in 2013 season)
•   We will have a 3 round prospect draft each year for the drafting of Minor leaguers. 
•   Draft order will be determined by reverse order of standings in the regular season.
•   Only players currently drafted or signed by an NHL team are allowed  or playing University and must meet minor league eligibility.

Injured Players

•   Each team has 2 IR spots for injured players.  While on IR Injured players do not count against your cap or roster limit.
•   IR spots can only be used for long term injuries.  You can leave a player on IR for an entire season even after they return playing but will be added back to your roster in the offseason.
•   ****** please note should you bump a minor league player up to fill the spot once they complete their 60 nhl games you will not be able to move them back to the minors*****

Cap

•   Our cap is currently set at 70 million. 


Trades

•   There will be a trade deadline set each year.
•   Teams can not trade cap space but can retain a portion of a players contract equaling up to 25%  when trading a player.  (Ex. Team A has yashin at 10million @ x years.  Can trade him to team B.  His contract now becomes 7.5m @ remaining year and team A retains 2.5 million as a cap hit @ remaining years. 
•   signings, trades and transactions can be made anytime during our regular season up until trade deadline after which trades and FA signings are locked until the offseason
•   Trades will be veto’d/approved solely by the primary commissioner’s discretion.
•   Trades can be proposed and accepted through fantrax, although a tracking note should be made under transactions on league page.
Contract Limits for Extensions
Contract extensions follow the contract maximum lengths as shown above as well as their own minimum standards.

Salary - Min & Max Years
$6.5m+ - 5 years (the overall limit)
$5 to $6.4m - 4 or 5 years
$3.5 to $4.9m - 3 or 4 years
$2 to $3.4m - 2 or 3 years
$0 to $1.9m - 1 or 2 years

Extensions
You may extend a player's contract in any year, but if it is during the contract, then the new contract must be no less and no shorter than the current remaining contract. Teams have rights to players whose contracts just ended in the off-season until either the player is prematurely released or off-season FA starts.  All contract extensions begin immediately and replace current contracts.

***All extensions done during the season are effective immediately, meaning the first year of the contract is the current year.  (added 1/23/12)

Contract extensions are based on looking up the player's highest ranking by position in both the current season and the last season. If an extension is done during the season and before the trade deadline, then the previous TWO seasons and the current season must be looked at. In the off-season, the last two seasons will be used.  If a player has multiple positions, the contract must be equal to, or greater than, the higher salary of the positions.

Any player ranked below the lowest ranking available here will extend at $800k.

I like your scoring.  I have been thinking of changing the scoring in DNHL but it's hard.  I don't want to change the value of players too drastically in any direction else it might throw off the balance of the league (and piss some people off).

yeah that scoring is directly from my fantrax league and it ended up working out really well, within the top 20 its always a mix of Goalies, d and Forwards. 

I agree though scoring in a league is a one time deal, cant change it or it has to be very incremental over several years.  We had to adjust the PIM's points because they were overrated and probably still a little too high.

Most of your administration could be done straight through Fantrax with only tracking updates to prosfl. 

I was hoping for some feedback on the bidding system.  I am trying to create a more realistic bidding formula than just highest bid (no offense to our current bidding)  but I like the idea of being able to bid 8 million for 1 year and still beat the guy that is bidding 2.7 million for 3 years.

I like the bidding idea but I think it lends itself to confusion.  Getting 29 other people to understand how it works would take some effort, and you're bound to run into problems when people don't fully understand it.  Like them thinking they won a bid when they didn't, sorta thing.  But I do think it's a good idea.

Yeah agree with Rob. It does seem a bit confusing, but I'm sure people would catch on pretty quick. Maybe run a test run for a day or two for people to see

ya, i thought about limiting to 1, 3 or 5 yr contracts only. 

So your 1 year is counted at face vaule,

3 yrs,  you just multiply your 1st year by 2

5 yrs you multiply your 1st year by 2.5.    Not sure if that is easier or more confusing , ha ha. 

So your 1 year is counted at face vaule,
(1yr @ 3m = 3 CV)

3 yrs,  you just multiply your 1st year by 2
(ex. 3yrs @ 3 million,   3 x2 = 6 CV)

5 yrs you multiply your 1st year by 2.5. 
(5yrs @ 3 million ,  3 x 2.5 = 7.5 CV)

We are using a variance of this on my Fantrax league but we only go to 3 yrs on it.  In most cases the players are still getting the 3 year contract but you see it more in play for older players and we didnt use the signing bonus option. ... yet.

That bidding system sounds very neat.  It adds a nice wrinkle.  I broke it down a couple ways just so people could see the difference in contract values needed to win a player.

(I rounded up, but value had to be over the lowest winning contract value first and then rounded up.  So, in the first column 2 yrs at 6.25 x 1.25 = 7.8 which isn't over 8 so you have to go to 6.5 to win the bid and it rounds to 8.25)

So I think the point is that if a player were offered these in real life which method best represents the choice they'd make and sign for that amount.  Our way is the most accessible and is made more realistic with minimum contract amounts by the year.  But, clearly a guy isn't going to pass up 8 million for 1 year to sign a 3 year deal for 2.7million.  The middle one is more realistic, but the lack of flexibility in contract length is a bummer.  The left column is the most realistic as a player might pass up 1 year at 8million for 3 yr at 5.5.

Sadly with more realistic comes less accessibility.   My preference would always be towards more realistic.

nice job gypsie, i knew i could count on you being as big of a geek as i am.

I like the way you did the Snugerud to the max.  not the way i had envisioned it but fantastically much more simplistic to understand and relay rather than using the percentages. 

Me likeey and will adopt it as my new bidding system.

I got thinking about this last night.  Your "max" way is really no more difficult than what we are using now.  I cant remember how many times I have swapped back and forth to the rules section to see where the next step up begins for additional years. 

The only thing I could think to add to this would be:
"To bid longer than 3 years , yearly minimum would need to be over 3 million."  So between 0-3 mill per year max length of contract is 3 yrs.  3.1 million and above can be anywhere between 1 -5 years."

This would prevent teams locking players into cheap contracts long term. 

Oh and I would adjust back to a 100k increments since I only used 250k to make the %'s work easier.

The real beauty of it, is the lower number contracts tend to favor shorter term contracts, then the higher you go the more and more the longer term tends to outweigh a short term contract because of the savings.

This would only work if there were no free drops in a league. 

200k per year
Ex. here you are only saving 200k to bid 5 yrs as opposed to a 1 yr.
1 yr - 400k x 1 = 400                 1 yr 8      x 1        =  8   
2yr - 400k x 1.25 = 500             2 yr 6.5   x 1.25   = 8.25
3yr - 300k x 1.5 = 450               3 yr 5.5   x 1.5     = 8.25
4 yr - 300k x 1.75 = 525            4 yr 4.75 x 1.75   = 8.5
5 yr - 200k x 2 = 400                 5 yr 4      x   2      = 8

I've been mulling this over all day and I like the idea but I think it's flawed in that you eliminate any risk of teams running into future cap problems.  With every contract having diminishing value the format basically budgets for you, reducing much of the risk involved in signing free agents.  It's not that I want teams to have cap problems, but to remove the exposure to cap problems might take away from team building strategy.  What are your thoughts on this?

not sure i get what you mean.  The contracts are still going to remain a constant amount for the duration of their contract.  So if you bid 5 yrs @ 4 million,  you still pay that player 4 million per year for 5 years. 

The formula is used only to determine a winning bid.  Currently we would add 4+4+4+4+4=20   with gypsies method we take 4 (being the year salary) and multiply by 2  giving us an adjust value of 8 . 

Think about it from a players point of view.  would you rather make 8 mill with a 1 yr contract  or be paid 4 million a year for the next 5 years.

Ok, so revamped the FA bidding rules.  Tell me if you were reading this , if it would make sense.

Free Agency

•   All players that are in the free agent pool and not MILR eligible are considered Free Agents.
•   Max contract is 5 years and Min is 1 yr.
•   To pick up a free agent you must create a post under the players name with a contract bid. Contracts can be no longer than 5 years.  Minimum bid is 200k and bids will be in multiples of 100k per year.  The contract amount can not vary year to year.

 Bids must be in this format. (length @ yearly salary x (multiplier) = total contract value)
A player is won by the highest total contract value. Tie break goes to the team bidding the longer number of years due to the commitment.

To determine a contract value/winning bid you need to take the yearly salary amount multiplied by a set value for the length of the contract.
The values are:
1 yr contract = 1
2 yr contract = 1.25
3 yr contract = 1.5
4 yr contract = 2
5 yr contract = 2.5

so for a 3 yr contract @ 2 million you take 2 (being the yearly amout) x 1.5 (because it is a 3yr contract.  = 3 TCV

Examples of bids would be
Dan Boyle -  3 yrs @ 5 million x 1.5(bid multiplier) = 7.5 TCV
4 yrs @ 4 million x 2 = 8.0 TCV
2 yrs @ 7 million x 1.25 = 8.75 TCV.

Maybe it's just me, I can be dense... But I wasn't clear on the multiplier being used only for the bid.  If you can make that more clear in your rules I think this is perfect.
