Do we know how many inactive Gm's that are in control of teams in this league? I'm not sure if it's because it's the offseason or whatever but I have sent numerous inquiries to different Gm's inquiring about potential trade talks and have never received a response.
For what I believe is a good gauge: only 17 gm's have re-posted their depth charts after the server crash.

I think there are four vacancies and about that many GMs who are not that active such as: WAS, TB, SD, PHI, NYY, FL, and BOS... that adds up 11 total, but you implied there were 13 such barely active and vacant franchises? I think FA in February will bring them out of their shells! :drunkenclam:
