I'm pretty sure this is the same Martinez that I won the rights on a couple of months ago. His name has changed from Helsin to Hersin, but it's the same guy from everything I can tell. (17 year old Dominican OF #11 on Badler's list). There were complications with the initial deal with Seattle and they had to re-do the original contract, but they settled it a few days ago.
If it's a different dude, my apologies, but it sounds like the same guy.

It sounds like the same guy. But he wasn't official signed, so we can't bid on him. (I think that's what the rule is)

I understand what the rule is, but the guy had a contract in place with the Mariners and then it was voided later before resigning essentially the same deal now. I don't think that's the spirit of the rule regarding eligibility.

This is all it says in the constitution (unless I'm reading an old version):
International free agents may be offered either a minor league contract or a major league contract. However, any major league offer will be accepted by the player over a minor league contract.

This came up much earlier with Jorge Soler. He hadn't signed a legit contract at the time, and in fact wasn't yet allowed in the states (may still be the case, I haven't check). I brought him up to Kenny at least a couple of months ago, and he said as long as he is in Fantrax, he's allowed. He's part of the Cubs now.
Not really sure what the rule is, as I'm still confused on this international players subject.

I think that we should change the rule.. Or at least set a concrete, clear rule.

We're going with the precedent set by Jorge Soler for now.
The rule is on the list to be revised. Will likely make players that have their signing posted on MLB.com or MILB.com the prerequisite to being bid on here.
