This guy is a thorn in my side.

He is signed for 4m for 12-13, so can I buy him out for 2.64m (66%) and save 1.36m in cap space this year?

Sorry to say you're stuck with him.  You can't buy out money you owe someone from a released contract under the old rules.  Anyone who is paying on players this year from previous drops cannot get rid of those cap hits.
