I thought it was a $50k min but I could be wrong. I can't check the constitution right this second as I'm on my phone

Major league offers

The free agent class will be divided into rounds based on position. Contract offers may be of
any salary, for a length between 1 year and 5 years. Offers must be at least $500,000 (total
contract value) greater than the previous offer.

Minor league offers

For minor league free agents, offers are made for the rights to the player if they have less than
six years of MLB service time. Bids start at $50,000 and must be in increments of $50,000.

This is on Page 6 and 7 of the constitution.
