If this is still allowed (I couldn't find a deadline for buyouts), then Tampa Bay does the following:

Release Troy Tulowitzki: 14m expiring deal costing 11.25m since he is retired (https://www.espn.com/mlb/story/_/id/27257856/tulowitzki-grateful-live-my-dream-retires)

This clears up cap space to release and buy out Will Harris paying all 9m of his remaining contract this year.
