Unfortunately, this is not a viable contract.  We use these limits:

<= $1m, 2 years
$1.5m - $5m, 3 years
$5.5m - $10m, 4 years
> $10m, 5 years (the overall limit)

You can do these multiple year contracts with a winning bid of $18.0m.

$6.0m (2023)
$9.0m (2022)
