In the past if a team is over 15 players in their minors I think Rob has just placed those players on the main roster in fantrax. I don't think we have typically enforced minor league roster maximum in the offseason. Just the overall team maximum of 45 players.

Usually it's enforced after the Supplemental Draft - if there's no room in the minors, just throw them in the majors and we'll balance things out in August.
