You're at the roster size cap, you'll need to send someone down to activate Chabot

Centers (7) - Left Wing (3) - Right Wing (4) - Defensemen (7) - Goalies (3) - these add up to 24. am I missing something?

Nope, I am  :doh:

Sorry, for some reason your buyout of Nordstrom was counted in your roster size count. You are at 24 and now 25 with Chabot activated.
