However, Albert Suarez is on the Phillies. He was signed as a FA last year by Nats then went to Phillies in a waiver claim

He belongs to Tampa.  He was never released or traded from Tampa.  Likely he wasn't added in FanTrax, then Nationals bid on him, released him, and Phillies picked him up.
