Contracts must be in increments of $0.5m.  Your winning bid was a (P-n/a) $0.5m + a Signing Bonus of $2.5m.  The cost in 2017 would be $3.0m and he can be assigned to your MiLB roster.  Or you could sign to a regular contract at $1.5m (2018), but he would need to be assigned to your MLB roster--which would require a drop or demotion because you are at 40 players.
