So it's been over 24hrs since this FA closed.
:NJD: Devils have 30/30 roster spots filled and the IR spot is used up too.

This is the 2nd time Devils have not had enough space to sign their FA win.
FA Bidding

Penalties for not clearing roster space/cap for a final bid: During Season
Upon winning a bid that sets a team over the cap, the GM is granted 24 hours to post the transactions that will make the cap work (either a trade or releasing players).  If the transactions are not valid or not posted within 24 hours of the bids being finalized, that team no longer receives the player.

Note: During the off-season, teams are allowed to go over the cap by 10% to accommodate transactions (extensions, trades, FA signings, prospect promotion, etc.).

-First violation is a warning
-Second is a 5% cap penalty
-Third and after are compounding 10% cap penalties.

After such a failed bid, the player goes back to the bidding board, starting off at zero, and the 48 hour clock is restarted. The offending team can no longer bid on that player, even if they clear up the cap space to do so.

No exceptions are granted to teams that won the bid but had a trade fall through - if you're not certain you'll have room, make the trade first.  In other words, don't bid on a player you can't afford!  Note that this applies only to FA.  No trades can be completed that set a team over the cap - the trade must be re-worked.

:NJD: Devils earn $3.5m cap penalty. Expires August 2017 at FNHL contract roll-over.
Cannot bid on Miles Wood FA again in 2016-17.
3rd infraction is an additional 10% compounding penalty - warning on :NJD: Page. :judge:
