Here is the limits on contracts, it seems like everyone is doing this wrong. If the value in the chart is below or equal to 2.9m then it has to be a 2 year contract or lower, between 3-6.4m has to be 3 years or lower, and above 6.5m has to be 4 years or lower. Example: You can always pay more per year like a 6.4m contract could be could be a 1 year, 2 year or 3 year contract but you still have to pay 6.4m per year. 6.4m/year - 1 year, 6.4m/year - 2 years, 6.4m/year - 3 years
Hopefully this helps everyone out

Contract Limits
All contracts must be no longer than 4 years.  Also, for a given salary, all contacts (extension, FA) have term limits (max years contract can be per the salary) as provided below.

Maximum Years
</= $2.9m, 2 years
$3.0m - $6.4m, 3 years
>$6.5m, 4 years
Contracts can be less in length then the given values but can't exceed the given years. Ex. a 9 million free agent bid can be a 3 year - $3m, 2 year - $4.5m, or a 1 year - $9m but can not be a 4 year - $2.3m
Note: Maximum dollars for a single season is $10m
