If you ignore 2011-2014, the average for the last six seasons is about a $6m overage on NHL salary cap figures. It's consistent enough that we could do away with the cap formula and just tack on $6m to the NHL's cap every year. (Would save our Commish team time for other things.)

I think the equation might have served it's purpose to bring us in line proportionally with both the cap and relative amount of free cap space. We've always adjusted relative to the real NHL cap - the equation, in a weird way, acts as a floor, since unused cap takes away from future cap increases.

I dunno, not sure it matters too much either way at this point.
