This is an obvious change we need to make to our FNHL draft.
So obvious we can skip the vote.
The only question really is how and again the obvious answer is use the NHL's lottery system.
I have to check it out but we might be able to use this site

Guidelines:
* Each FNHL team is assigned a series of numbered combinations.
* The lower a team finished in the regular season standings, the more combinations are assigned to them (we need to figure this out).
* Four balls are then selected at random to form a four-number combination, which is then compared to a master list of every teams’ combinations and matched with the winner (we need to figure this out).
* This process is then repeated to determine the winner of the second and third overall picks.
* Once all three draws are done, the remaining teams fall into place based on each team’s final position in the regular season standings.

:iatp::iatp: What if all the non-playoff teams had their draft position determined by the lottery not just the top three slots. There are a few sites that allow you to load your custom weighted system.

I don't know how much longer your FNHL Canucks will even be lottery eligible. They're team has been consistently getting better and better under your leadership.

Plan for this year is to get closer to the playoffs but think I fall short hoping for 10 to 12th, my Goaltenders not good enough and damn Demko is breathing down Marky back to quickly for my liking fantasy wise.
Canucks future is in its prospects and hoping I hit a few home runs in later picks. My blue chip picks 1st rounders are looking good.

Just a thought. Perhaps go with a lottery for the 5 lowest ranked teams. If you put all non playoff teams into the lottery you might be rewarding strong teams that missed the playoffs due to a strong division. Not the true goal of the lottery aside for it being an antitanking tool.
But it is more exciting to make all non playoff teams a part of a lottery.

All 15 non-playoff teams in the lottery or 3 or 5. All good to me. We can make a case for any of those options.

:iatp::iatp: I'm good with the top 10 picks being determined thru lottery. Use the NHL's weighting redistribute weighting from slots 11-15 to slots 1-10, BAM! Bob's your uncle.

I think having the first ten draft picks determined through lottery will be a healthy way for non playoff teams to potentially benefit from the opportunity to draft a prospect that can contribute sooner than later.
It does become more a deterrent to strive for number 1 overall and hopefully teams stay competitive right until the last game of the regular season.
