As per LIVE rules...

A roster spot must be open at the time of the bid to support any bid or combination of bids by a GM on the transaction board.

To place 3 bids you must have 3 spots.
To place 1 bid you must have 1 spot.
Etc etc etc

SD has open 2 minor league spots
MLB is full per fantrax.
