Lottery should be for the teams truly in need of . Perhaps limit to the 10 lowest ranked teams. The 5 that just missed out on the playoffs should get the middle picks imo.
Just a thought. Perhaps go with a lottery for the 5 lowest ranked teams. If you put all non playoff teams into the lottery you might be rewarding strong teams that missed the playoffs due to a strong division. Not the true goal of the lottery aside for it being an antitanking tool.
But it is more exciting to make all non playoff teams a part of a lottery.
