You believe incorrectly. You can't bid funds you do not have. Simple, team's with no cap could jack up prices for team's that do have cap and say well I technically could cut 8 players to fit him in. That's Bush league especially when playing for money.
Also your 40m bid was bot the same as my 32, there are term and a limits to contracts, 32m is 8m per year, 40m is 10m per year, which I also believe needs to be a minimum 5year deal or 50m bid.
Bottom line you don't have the cap to be bidding in big boy land and thus raising bids for others should not and I don't think is allowed.

I was not bidding on a guy just to run you up, if I had won I would b/o an pre-existing contract. I believe there is precedent for this, I'm a copycat

I'm not sure how this bid is legal, even with the overage by my calculation this team can't bid over 29.6m http://www.profsl.com/smf/index.php?topic=8347.0
It's not going to matter in the long run, but if the bid is illegal someone should step in.

Any team can bid, but they have to meet the requirements for roster space and cap.

I saw that, after I thought wtf and posted it.
I don't remember this ever coming up before, and I'm surprised it never caused a fist fight if it did.
As I saw the rule a team would have 24hours to post a move that made them cap compliant if not they face harsh penalty.
Not my style. I don't believe in bidding what I don't have and I personally wouldn't sit at 400k space driving the price of the top FA but hey to each his own.
When I've finally shot my load, and I'm down to pennies, I'm going to be a happy observer until then, go ahead, bid me up, but careful you don't get caught with your own hand too far in the cookie jar.

Allowing for the 10% offseason overage gives teams a chance to make moves to set up their team for the coming season. It can help but like anything in life, if you don't have control over the extra power and privileges, it can bite you in the a$$.
