Would it be OK for me to post picks in the draft room to make up for earlier Royals picks that were skipped because the roster was full? I've just dropped two players to free up two initial slots, and I might drop more.

Unfortunately, even though you are taking over a neglected team, makeup picks are not allowed in FGM. You will have to look to free agency to get undrafted rookies and then make a decision on which roster, MiLB or MLB, you want to add them to.

Thanks. To the point about looking to free agency, my understanding of the FGM rules is that FA doesn't open up until January, with waves of FA based on position eligibility. I assume that includes prospects too, so I'll have to hold my horses until then?
If there's someplace else I should be posting rules questions, please let me know. I didn't see a Q&A thread.

The short answer is yes. FA players are available starting in January, by position. Virtually any player that you see as "All available" on Fantrax is eligible to be signed, including any undrafted players from this year's FYPD
