Title: Vote: Can an internal GM be considered for one of the expansion franchises?

If this passes then we will need to determine how a selection process would happen for expansion GMs. Or whether the decision for GMs will be completely up to myself.

I think best way to look at this would be to start with Seniority in the league, no broken service in the league to show commitment then in the end it would be up to Drew to determine the final outcome.

5 left to vote, we will use the internal transfer list to determine priority. This could change the whole landscape because our internal transfers will have first dibs on released teams as well.
