Title: Rounding cap hits for buyouts

Fantrax won't round out our cap hits the way we typically round them.  As a reminder, we routinely round to the nearest hundred thousand.  So a buyout at $750K would round to $800k; or a buyout at $740K would round to $700K.

For ease of use on the admin side, I would like to just nix the rounding altogether.  This isn't a big change, as most rounding is done upwards (1-4 go down but 5-9 go up).  In the aggregate we'll be spending slightly less on buyouts.
