I propose the following to deal with the Houston situation.
Allow a GM to keep a few players from the original roster (MLB roster 1 INF, 1 OF, 2 P; MiLB 2 INF, 2 OF and 2 P) and release the remainder to FA. Rebrand the team to a different name. With a completely depleted roster and the rebuild a GM can undue the damage that was caused and remove the stigma that was associated with that team.
I would also volunteer to take undertake that task.

What stigma is that Brent? The stigma of rebuilding a team from nothing, building it up over 5 years, and dominating to such a degree that a couple of guys who share a 100 IQ would claim I was cheating with multiple unnamed mystery teams? That's Fricking hilarious.
Not so strangely, the only actual person caught cheating in this league was kidd5jersey who when confronted with PM evidence from multiple teams had an emotional breakdown and quit. So yeah, there's that.
