According to our rules, the Robbie Ray contract would start in 2018, not 2019.  Here is the rule governing this situation:

Section F- Prospect Extension (went into effect after 2010 season)
Item AIX F-1.0
1.) Any player who is currently under a prospect contract may be signed to a regular contract extension (see below), but they may also be signed to a prospect extension.
2.) Prospect extensions are subject to the following stipulations:
     a.) The extension must be a 5-year deal where the annual salary is X% of their market value.   
     b.) The resulting annual salary must be no less than $4m.
3.) No matter what the current prospect contract is, the prospect extension kicks in the following year at the rate based on when the contract is given.

2018 is “the following year”, not 2019.  If this extension is delayed until the start of the season, then it would not begin until 2019.  Process it now, and it begins in 2018.  Do you still wish to process it now or do you want to delay the Ray extension until the start of the season?
