Draft Pick Trading
Passed.  No more trading of picks beginning with 2020 Draft.

Minimum Salaries
REJECTED.  Minimum salaries will remain at $450K unless specifically changed by vote.

Rule 5 Draft
REJECTED. No Rule 5 Draft will occur.

VC Contracts
Passed.  VC Contracts are now governed by the same rules as PC contracts.  In fact, for veteran minor league contracts, posting either will be acceptable.

Pitching Limits
Passed.  70IP will be the new cap on IP per week.

1) So does that mean VC contracts are essentially PC contracts limited to 1 year control?
As in if you sign someone to a VC/PC deal that has already exhausted the 6 years Arb control do you pay whatever bonus you sign him for plus a 450K min salary if/when promoted to 40man? Or is their salary stay same as bonus just added to 40man? Also, are they then FA again at end of year?

2) Is the 70IP limit effective this year?

3) Are we still going to new lineups in 2020?

1) Yes

2) 70IP limit will begin in 2020.

3) No lineup changes for this year.  Discussion will continue with an eye toward updating in 2020.

Also, a clarification, the minimum salary is $500k.  The rules had it different in two different places.  I have corrected that.
