I think it would be easier to realign the divisions next year to west, central and east. Heck, I think it would be interesting to realign every couple of seasons. I think adding two new teams would be too much where 18 is perfect in regards to schedule and play off alignment.
I am going to allow the relocation to Washington! Minnesota is an American team and so is Washington but hockey is such a tradition in Minny that I was hoping to keep them around.

Now that this has been opened up (franchises changing cities) I think there should be some regulation. Something similar to the requirements on changing ownership of franchises. That, coupled with a couple of other restrictions. Off the cuff I'd say:1) Have to have been a full-time GM in Backyard for a minimum of 1 year.2) A GM may not change cities more than once.3) Something to the effect that certain iconic franchises will always exist. The list is debatable but some franchises should be eternal.4) Changes will only occur during a re-alignment year (even calendar years?)5) All changes are subject to discussion and ultimately Commissioner approval.
