I don't think he can be waived because he is not in the last year of his contract.

Hamilton is an IR replacement. He's not being put on Waivers, just sent back down.
Stipulation: Experienced players with contracts extending past this season can be sent back down to the minors but only replacement players are eligible

Norrya actually has his own work-around for the deal too. So I think the biggest obstacle is his new two-week old child! The kid is distracting him!! :rofl: :rofl: :rofl:

You missed the most important part of that quote Slack!
Option 3:
Call up experienced minor leaguers without going through re-entry waivers. When the IR player returns these players must be sent down through the normal waiver system or remain on the team and count against cap and roster size.

Therefore Dougie can not be sent down as he is not eligible to go through the normal waiver system.

So I believe that space will have to be made for Dougie somehow on the roster to be taken off IR or traded. This is how it has been done in the past.
