The following rules have been updated: New rules are in green, updated rules are in blue

Penalties and Violatiions
1) Once a free agent is won, a contract for that player must be submitted (in the same post as the FA won). This must be posted within 4 days. This will result in the following penalties
    1 - Failure To Announce Contract For A Won Free Agent
         1st offense - Warning and player released to free agency
         2nd offense - free agency ban for rest of that free agency period
         3rd offense - Removed from the league
(Used to be free agency ban or league ban at step 2 at commish discretion, needed to make it more clear)

Minor League Roster Violation To Lose:
Any GM found to be using an AHL player in an illegal manner to lose a matchup will be penalized as follows:
1st violation - Forfeiture of lowest remaining draft pick
2nd violation - Forfeiture of highest remaining draft pick
3rd violation - Removal from the league

IR Replacement Players
Replacement players are tied to a specific IR player. If an IR player returns, the player can not be switched to another IR player before going through the proper procedure below.

Not quite sure I fully understand that rule.

So say a GM has a 2 way player in the minors (playing in the NHL) and a 2 way player on the NHL roster (playing in the minors), this would be a violation of this rule??

Or is it putting a 2 way player (playing in the NHL) in the minors when you have room on your NHL team??

Or both??

Using an AHL player in an illegal way would be putting a player who is on your AHL roster into your major's lineup without calling him up. This has always been a rule to prevent teams from using AHL players to win matchups, but we had a situation last year where an owner was using a player in their minors in their major league roster and it was advantageous for them to lose so we needed a rule that didn't reward them with a loss.

Long story short - Don't use players in your minors in your major league lineup without calling them up. You will either lose a draft pick or the week's matchup, whichever is worse.
