do we need a new way of designating rookie contracts on team pages since the old method (ex.P-2012) led to miscommunication and different interpretations?

4. CONTRACT LENGTH LIMITS: MIN + MAX
the quote from the contracts page below explicitly outlines the Maximum length of contracts. however it does not explicitly outline whether there's a Minimum length (ie. for a contract extension ... not a FA bid ... valued at 6.0m, the max length is 5yrs but can the duration be shorter, say 1yr @ 6m?)
Contracts:
Except for any contract inherited in 2010, all contracts must be no longer than five years. Also, for a given salary, all contacts (extension, FA) have term limits (max years contract can be per the salary) as provided below.
Maximum Years
<= $1.4m, 2 years
$1.5m - $5.4m, 3 years
$5.5m - $7.9m, 4 years
>=$8m, 5 years (the overall limit)

feedback...
this wording is clear on Free Agent contract bidding + values for term and annual cap hit, however it's not completely as relevant for extensions.
example, a team might want to extend a veteran player like Lidstrom to a 1yr contract at 8.0m versus being forced to sign him for the "maximum" length of 5yrs, knowing he'll retire.
my point:
the team that owns the player should have "some" control over contract length RE extensions.
put another way, the team should have additional benefits to owning a player's rights.

Contracts can be less in length then the given values but can't exceed the given years. Ex. a 9 million free agent bid can be a 3 year - $3m, 2 year - $4.5m, or a 1 year - $9m but can not be a 4 year - $2.3m
Note: Maximum dollars for a single season is $10m
drew explicitly specified the min. term for extension didn't have to equal the max length... it could be as low as 1yr.

5. Off-season FA bidding + Trading while over or under cap, allowed or not?
The current rules appear to be geared towards in-season restrictions, meaning you cannot add FA's nor trade if u r over the cap and adding more cap value.
* you can trade if you're trying to get under the cap and reducing cap on your team.
* clearly if you're under the cap you need to sign FA's or trade to get over the Cap Floor.
* BUT what about during the off-season... depends on what's decided on Rule clarification #1: cap penalty effective dates

what happens in the case of players defecting to KHL or another Euro league?
so we need new clauses to address those cases... buyout different (like Rebel) or same as reg. buyout?
what happens to retired players with an active FNHL contract?

Usually when a player retires their contract is voided as well. When a player goes to the KHL and is still under contract, that contract stays with the team but can be buried. I would say do a modified buyout of less than 40%. Maybe 30% or something just a suggestion.

I say cap penalties are consistent throughout the entire season including off-season.

First off a $6.0m contract can only be 4 years.
As they are set here is that they are hard limits. So anything in the limits must be that year in length. I think we should keep it this way.

actually, i think in franchise we need to use the NHL rule of loosening cap restrictions during off-season, but 100% in effect during the season (1st reg.season gm until FNHL playoffs completed).
that said, we should still control over spending during the off-season

Are prospect contracts any different then regular contracts, why not just use the same format as normal contracts?

I think if the 10% means that a team can go over that much in free agent bidding it isn't worth it.

initially, rc contracts were different... P-2012 designation.
from a processing standpt, they also get different contract values and length.
Q: is it of any use?
A: Yes, especially if we want to introduce the proposed "RFA Offer Sheet" rule, then teams will know which players are eligible to get an Offer Sheet.
reco: we keep this special rc contract designation to id RFA status.

2 reasons why we should do this:
(1) franchise needs to differentiate itself from other hky leagues on profsl. otherwise, they all play the same.
(2) this overage allowance especially during the off-season is in-line with NHL practice.
ppl like mimicing the big league not to mention this loosens restricting + allows for some additional activity during the slower offseason by teams.
i recommend we implement this rule starting this coming FA period.

7. Restriction on Entry to Franchise NHL (strongly enforced)
everyone in Franchise NHL, especially the vets who've been here from the early stages want a competitive and successful dynasty league with the full 30-teams.
to do that, this league needs to start enforcing entry requirements to knowledgeable owners and advanced fantasy hockey people.
i understand profsl is still in it's infancy but with the existing core of owners we have here, we can definitely RECRUIT top owners who want to be act and compete hard, go hard at rebuilding a crippled team, fight for players during FA, be aggressive with trade activity...
need to implement restrict entry requirements:
1) only new owners referred by long standing franchise owners can join
2) must answer some basic + easy hockey based Q's (open ended: best NHL team 5 yrs from now... and why?)
3) cannot be a non-hockey guy "trying" fantasy hockey

Sizz, you make the final call on this. however, since the season has started with many extensions already submitted and processed, perhaps implement this change for the 2013-14 season.
u could simply post the pending change in the rules / contracts section and another note on the Extensions pg. just a thought.

Given there are a few FNHL Owned teams as of this moment (jul30-12), i'm proposing a different way to improve the state of the un-owned teams.
Recommend:
* each EC member become a surrogate owner
* hold a player re-alignment draft for (a) MLR players and (b) MiLR (c) if any draft picks are still in play
* straight draft would work best given the limited # of teams
* surrogate owners draft off 1 pg while keeping their team's pg open for immediate updates (work gets done on the fly)
Purpose:
* improve the caliber of the teams by re-balancing each team's assets (evening things out)
* make the teams attractive for new owners/GM to assume control of versus a team will more holes than it should
* a fun way for EC/commissioners to address un-owned teams
Next Steps:
decide if this is something we want to do - ideally before Aug.4th Free Agency starts Aug.5th

per the current NHL + NHLPA CBA negotiations... i propose implementation of a new rule for Amnesty Contract Buy-Outs
How It Works:
*allow one (1) Amnesty Buy-out per FNHL team.
*only 1 Amnesty Buy-out per season.
*buy-out will be at 40% (% TBC)
*buy-out MUST be over the remaining yrs of the contract (ie. cannot buyout in 1 yr if the contract has 2+ yrs on it; contract has 5yrs then the buy-out is spread over the remaining 5yrs) ... doesn't allow for eating buy-out with available cap space to eliminate problem contracts completely!
*recommend Amnesty buy-outs be posted during the seven (7) days immediately following the FNHL Finals are concluded (relevant timing before everyone tunes out of hockey)
*other standrad buy-out rules apply: if another team signs the bought-out player, the original buyout team received a discount equal to the annual cap value the new team has signed the player for.
When to Implement:
*2012-13 Oct.11 effective start date.
*actual period of Amnesty buy-outs must be yr-end after the FNHL Finals concluded to ensure team has held the contract thru the play-offs.
Why implement this rule?
*another cap friendly tool in a cap league, 16% savings over the standard buy-out
*the team must still incur the bad contract burden in fantasy since in the real NHL the owner still needs to pay $$ even though the contract is off the books/no longer counts towards cap.
*allow for player movement
*cap relief for teams
*in-line with NHL's proposed new rules that help cap management
Decision Criteria:
*FNHL commish agreement (Pigs + Sizz)
*target decision date: by Aug.31-12
