•Restructuring of contracts is not allowed during the period after the trade deadline and before the off-season.

You don't need to restructure to the half point. The market value being half of the annual salary is just the qualifying event that allows a player to be restructured. If a players maket value is half of the annual salary then the annual salary can be restructured down to any number as long as the annual salary does not fall below $4m per year.
