Ryan Ellis hasn't played a game since November 2021 and has no plans to play this year. All news reports say he is likely to be forced to retire. Can we count him as retired?

I feel your pain.  I had to wait years for Marc Savard to "officially" retire.  I think it's best to keep this rule black and white.  This does happen with other players and I don't want to open a can of worms.
