As of right now I believe Ingram is coming off his rookie contract (drafted in 2016), so wouldn't qualify for the franchise tag:

Each team will be given one franchise tag per league year.
Only players on expiring, non-rookie deals will be eligible for the franchise tag.
You may only franchise tag a player once. After the tag expires, he goes into FA.
A franchise tagged player will receive a salary equivalent of the top 5 highest paid average salaried players for that position. (PG, SG, SF, PF, C - We will use what position Spotrac gives a player, so to take away the confusion of players who may be SG/SF for example).

A franchise tagged player may be signed for 1-4 years, with the last 2 years eligible to be team options if the team chooses (the same as drafted rookies).

In the event a team wishes to franchise tag and then trade a player (tag and trade) any team trading for that player MUST send back either two future 1st round draft choices OR one future 1st round draft choice along with a player on a present rookie wage contract.

However we're looking into the possibility of any player on an expiring contract to be eligible. If that's the case a league poll will be put up.

Either way, you don't lose your RFA's.

Franchise tag (I think...  I didn't write the initial rules) was so you could keep a player on your roster who would otherwise be lost to FA, since we have no re-signs.
