Title: WHO TO PROTECT IN EXPANSION DRAFT?
Post by: PsychoticPondGoons on September 13, 2016, 03:57:25 PM
We're 1 year away from an Expansion Draft in Franchise NHL.

These are your 2 options as owners for players you want to protect in the Expansion Draft:

(1) 7 forwards, 3 defensemen & 1 goaltender

(2) 8 skaters (forwards/defensemen) & 1 goaltender

All MiLR prospects are automatically protected.

I don't think I have that many players worth protecting

Is it going to follow the NHL rules where a player with two years or less of pro experience is exempt from the expansion draft(such as our first round picks this year should we sign them) or will anyone with a contract be eligible to be picked by Vegas?

I think FNHL player with less than 2yr should be exempt. Prospects on MiLRs shouldnt count. Thats how I read it.

8 Skaters & 1 Goalie option at this point for the BJs
  • Mikko Koivu, $1.5m (2016-2019)
  • Brandon Dubinsky, $6.0m (2016-2020)
  • Michael Raffl, $3.0m (2015-2018)
  • Jackub Voracek, $5.9m (2015-2019)

  • Shea Weber, $7.0m (2015-2019)
  • Steve Mason, $7.6m (2016-2020)

Option 1 gives teams the opportunity to protect 11 players while Option 2 teams can only protect 9.

Owners will have a tough time deciding between players to protect.

Never seen an expansion fantasy draft but what's wrong with following exactly what the NHL does?

We try to model our league after the big boys don't we?

I guess it would be rather unfair for the expansion team to get a crack at picking up 3 goalies when they pick their roster next June. 1 goalie is realistic, I can understand 2, but getting 3 goalies like NHL's Vegas will be is over the top.

If the player has been on the active roster for 2yr of less they are not exposed in the Expansion Draft.
That way a franchise's youngest and best prospects are naturally protected for the team. :judge:

That way a franchise's youngest and best prospects are naturally protected for the team. :judge:
Las Vegas will be the eighth team in the Pacific Division and the 15th team in the Western Conference. The NHL has 16 teams in the Eastern Conference.

The following rules were approved for the 2017 Expansion Draft:

Protected Lists
* Clubs will have two options for players they wish to protect in the Expansion Draft:

a) Seven forwards, three defensemen and one goaltender

b) Eight skaters (forwards/defensemen) and one goaltender

* All players who have currently effective and continuing "No Movement" clauses at the time of the Expansion Draft (and who to decline to waive such clauses) must be protected (and will be counted toward their club's applicable protection limits).

* All first- and second-year professionals, as well as all unsigned draft choices, will be exempt from selection (and will not be counted toward their club's applicable protection limits).

Player Exposure Requirements
* All Clubs must meet the following minimum requirements regarding players exposed for selection in the Expansion Draft:

i) One defenseman who is a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.

ii) Two forwards who are a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.

iii) One goaltender who is under contract in 2017-18 or will be a restricted free agent at the expiration of his current contract immediately prior to 2017-18. If the club elects to make a restricted free agent goaltender available in order to meet this requirement, that goaltender must have received his qualifying offer prior to the submission of the club's protected list.

* Players with potential career-ending injuries who have missed more than the previous 60 consecutive games (or who otherwise have been confirmed to have a career-threatening injury) may not be used to satisfy a club's player exposure requirements, unless approval is received from the NHL. Such players also may be deemed exempt from selection by the League.

Regulations Relating to Expansion Franchise
* The Las Vegas franchise must select one player from each presently existing club for a total of 30 players (not including additional players who may be acquired as the result of violations of the Expansion Draft rules).

* The Las Vegas franchise must select the following number of players at each position: 14 forwards, nine defensemen and three goaltenders.

* The Las Vegas franchise must select a minimum of 20 players who are under contract for the 2017-18 season.

* The Las Vegas franchise must select players with an aggregate Expansion Draft value that is between 60-100% of the prior season's upper limit for the salary cap.

* The Las Vegas franchise may not buy out any of the players selected in the Expansion Draft earlier than the summer following its first season.

The 30 NHL Clubs must submit their Protection List by 5:00 P.M. ET on Saturday, June 17, 2017. The Las Vegas team must submit their Expansion Draft Selections by 5:00 P.M. ET on June 20 and the announcement of their selections will be released on made on June 21.

I'm sure once June comes around each nhl team will have a list of players ineligible for the expansion draft that don't need to be protected because they don't meet the two year pro requirement.

That's true however we will use FNHL active service time for prospects promoted to the Active Roster.

Kapanen appears to be a casualty here, but we are long ways away and a lot can change. Not even sure I protect a G to be honest.  My D positions are all locks with no competition.  Byron has been surprisingly amazing this year, could beat out Yak for that final spot.

Thought Kapanen would be protected with less than 2yr experience but seems your Caps activated his eligibility in 2014 so this is his 3rd yr in FNHL.

Yes, this man is a fan of strategy when it comes to these entry level contracts. I don't think skaters in round 1 are worth the cost initially. After round 1 and Goalies are golden with those contracts, but not so much 1st round picks. Its worked out in some cases, but I appear to get burnt with Kap. He should of never been called up. Can't win them all  :toast:

Got some questions to be answered.
1) what happens to players that are left off rosters do they go back to original owners if not taken in draft?
2) is vegas required to take certain amount of players from each team so not one team loses alot of players?
3) can a team pull back a player if a player gets taken.
4) if vegas takes a player from sharks can he trade that player to another team like the wild for example if the wild likes a certain player?
Just asking?

I'll answer these best as possible, But PPG and PR will chime in.

1. You only lose players if they get drafted by Vegas
2. No, They can take whoever they want, as long as they are not protected.
3. No, you have to protect players before the draft.
4. After the draft, Vegas can do as they please, just like the other 30 teams. They can't trade with a team that has the same owner. That is the only restriction, but it is in place right now. Like I can't trade with Montreal, even though I don't run them. Conflict of interest.

I will add a few questions, mostly about timing:

Will there be a grace period between the finals and the deadline to protect players ? I found that trading opens back up.

Definitely. Expansion Draft will happen 1 wk before the 2017 August FNHL Contract Rollover period. So about 2wks before FNHL Free Agency starts, the FNHL Expansion Draft will take place publicly in an expansion draft thread.

So everyone's got liek 2.5 months to get their rosters ready for expansion draft exposure.

We may need to space it out to allow 2 wks from the end of the Expansion Draft to the start of Free Agency.
Vegas needs time to draft.
FNHL Commish needs time to verify eligibility of Expansion Draft players picked by Vegas.
Time to clean up rosters for teams and Vegas.
Time to rollover all team contracts.

Thinking ahead Vegas Expansion Draft might take 3-5 days to complete. Just saying it might be longer than usual to get FA rolling or Expansion Draft might take place sooner.

Ok question and this may have been covered already. Rookies and second year players are exempt from the expansion draft. So when is a second year player a 3rd year player? Lets use Connor McDavid as an example, when does he become a 3rd year guy? First day of the new season (2017-18) or after this current season ends?

Some teams signed Prospects to 1yr deals and might have to dig up proof that their young active roster player is exempt because it might not be obvious from their current non-Entry Level contract.

Leon Draisaitl, $3.0m (2014-2017-EL)
Ondrej Palat, $6.7m (2014-2018)
Alex Galchenyuk, $5.8m (2016-2020)

Kevin Labanc, $0.2m (2016-2018)
Jeff Skinner, $1.2m (2015-2018)
TJ Oshie, $5.5m (2015-2019)

Defense:
Erik Johnson, $6.3m (2014-2018)
Joel Edmundson, $2.5m (2016-2019)
Brian Dumoulin, $0.7m (2015-2018-EL)

Just out of curiousity. Would players like Labanc who were drafted in the late rounds of previous entry drafts(but not by a team in FNHL) have been eligible to be picked in the one we had in September or is the draft restricted to guys drafted by NHL teams that year?

Short Ans is NO.
Only players eligible for same yr NHL draft as FNHL Draft can be picked.
Others that were passed over in older drafts are simply Free agents

Do they need to have the EL designation to be exempt in FNHL? I know those guys should be exempt since they are like 20 years old.

It's the FNHL contract.  Any contract that started in 2015 or later is exempt.  Assuming that is the first contract they signed here.

Idk...The Bolts are pretty young.
Avg age 25.3 (among 30 NHLers)

Average age includes a 30 year old Bishop and 33 year old Niemi as our netminders. Minus those 2 dinosaurs we are even younger. Not too bad.

No worries,  I can only draft one guy, so I only need one.
One man's trash is another man's treasure. Besides I've got no issues with protecting your guys within the rules.

I would only have an issue with guys "cheating" the process. I didn't pay $100 (the highest fee in FNHL history) to be cheated out of the expansion process.

Guys can panic and make trades, and worry and be up all night if they choose. Guys can have almost an entire roster protected. None of that fazes :LV: ...it's the same process faced in real life.

The idea of anyone colluding to cheat the legal process of expansion...now that would get to me. Short of that, do what you do.  :iatp:

Interesting to see teams making moves to prepare for the Expansion Draft. Its clear owners want to setup their roster for some big opportunities in late Spring early Summer prior to the August draft.

My Calgary Flames are just worried about icing a competitive team to fight for a playoff spot. We have 2 1/2 months by my estimation and we can do it.

Nevermind the strategic maneuvering tactics to protect players from the expansion draft.

Canucks protection list at the moment looking like
Forward's: Tyler Johnson, $6.4m (2016-2020), Derick Brassard, $5.5m (2014-2018),
Travis Zajac, $3.1m (2014-2017), Loui Eriksson, $4.8m (2016-2020), Tomas Tatar, $5.7m (2016-2020), Michael Raffl, $3.0m (2015-2018) and Sven Baertschi, $0.5m (2016-2018)
Defence: Tobias Enstrom, $1.5m (2016-2019), Brandon Davidson, $1.0m (2016-2018) and
Eric Gelinas, $4.0m (2015-2018)

Plus that of 7 rookie skaters, with the hope of the Canucks in the future placed on Auston Matthews shoulders.

Is Vegas allowed to draft RFAs from other clubs?

We are working off the assumption that we can since we can't control resign tendencies of other clubs. This has become increasingly curious after all the trades this season.

Because we have to sign a certain number of players and some players are automatically ineligible  (the Tampa roster is also not eligible) when combined with teams being able to protect whoever they want, I need to be sure RFAs (like Lundquist) are in play.

Let us all know and thank you.  :toast:

It's all in the rules, if a player is left off of the protected player list he then can be taken in the expansion draft. If his contract is up he then needs to be signed to a contract. No differently than you would sign a player on your Tampa Bay team.

hey no problem, I've been looking at the teams. Also some of the lists that have been put up, you have some home work to do my friend. I would suggest (if there isn't already) a deadline to submit protected lists.

We don't have RFA's in FNHL.

All pending free agents players with expiring contracts (contract ending in 2017 and not resigned) cannot be picked in the Expansion Draft.

Ive done a lot of the footwork but trades change the landscape. Its still too far away to have a true gauge no matter what I did now.

Just going to sit back and let the season play out and put a final plan together at that time. After the reg season, we will see what needs to be seen.

There is still a full month of trading ahead. Time to make some calls.

Update to this, there will be 2wks after the expansion draft to allow Vegas to move/trade players with the other teams to give them a chance to get ready for the 2017 Free agency period.
