New Award Discussion: Backyard Hall of Fame (Please comment)

Don't know who this was originally proposed by.

Just looking for some feedback here. Thinking of introducing this next year. Following the NHL protocols anyone that would be inducted would require a 75% approval rate from the populous of voters.

Here are some things I need help with:
1) Who should be the voters? (Current BY members, the community, third party vote)

2) What are the requirements for eligibilty?
- # of years in Backyard?
- retired/non-retired?
- contributions to league stipulation?
- Playoffs/Finalist/Cups

3) Any other comments here.
